Strategy elements (provinces, buildings, capturing)

Added "strategy" in settings.
* If it's enabled, provinces can have owner (faction) and capital (object).
* If it's enabled, each object can have other objects on map as it's buildings.
* If it's enabled, each object can have a garrison. If it's enemy faction, then it has battle zone. When garrison is defeated, object can be captured by winner's faction.
* If it's enabled, capturing object, that is chosen as province capital, triggers capturing of whole province.
* Each object which is owned by faction, can have income.
* Added resources
